Activating of strips at Class D aerodromes

Hi team,

This is more of a suggestion rather than an issue. Would it be possible to code Metro D/Class D towers to not activate FDRs when moved to cleared as this can cause VFR aircraft operating either entirely in the CTR (i.e. circuits) or departing OCTA to activate which clogs up TCU/ENR with jurisdiction tags. In reality, when the TWR controller calls next the TCU/ENR will activate the FDR.
