Swedish phone numbers always start with 0 (or +46).
If next number is 7 it is a mobile phone number. Those always have 10 digits.
If not mobile, the number can have 9 or 10 digits.
All above implies including area code.
Spaces may occur between digits, but there's really no telling if or where.
A dash (-) may be used to separate area code from the rest. If area code is 08 (Stockholm) it only has those two digits and the rest of the phone number is the local part. If not 08, the area code is 3 or 4 digits. Possibly some rule behind that... I think those starting with 03 and 04 have three digits and the rest 4. If mobile number, it seems to be entirely subjective if there should be 3 or 4 digits before the possible dash (or first space).
