"tooltip" div not added to body

[arladmin]

Have added to the head: tooltip.js, tooltip.css, styles.css

I'm able to see a tooltip appear when i hover over the concerned element.
But,

1. No new div element seems to get added to the body
2. the CSS applied doesn't work at all
