Fwiw, server-server delegation does support 30x redirection, so as a server admin, this was a point of surprise for me.

I'd love to see this issue solved in Matrix 2.0. Not sure why MSC2499 stopped up, would it help to propose a narrowed down MSC to only clarify redirection?

Looks like the author of MSC2499 ran out of time/enthusiasm to pursue it.

As a general rule, MSCs with narrower scopes do have an easier time getting through review and landing.
