Throwing a perhaps worthless idea out there, but would it be worthwhile to change this to an "-as-rooms" proposal instead? Instead of adding an api for registering AS, we define a state event and a specific room that HS admins are automatically joined to.

My immediate reaction is that might be taking the "as rooms" concept too far. In general I don't have concerns with additional API endpoints being added to provide some sugar on top of the implementation, so a homeserver could make it a room if it wants
