Character Palette cannot handle Emoji Modifier Sequences

Steps to Reproduce

1. Open preferences and add 👍🏼

3. Click okay to save
4. The applet now shows two separate code points.

5. 👍🏼 is not available to copy as intended.

Expected Behavior

A single grapheme should be visible and available to click.

Actual Behavior

The two code points are separated.

I'm dumb so only just figured out the workaround is:

1. Copy and paste the first one.
2. Copy and paste the second one.

The system is smart enough to do the rest.

This is still a bug though. Some emojis have two unicode glyphs and seems like the applet decomposes them and expects you to copy/paste them one after the other. Ideally it can do both single and double-length emojis without needing the workaround.
