Horizontal scroll past bounds

Problem Statement

As title, being able to scroll horizontally past the bounds so the user could center the document evenly or focus one particular part of a page.

Proposed Solution

I am not a programmer.... add additional x values to the width of the document or add margins/padding either side that can be scrolled.
