Visible area is not respected when a link is already highlighted

1. Start spatial browsing, highlight a link close to the top of the page
2. Scroll down, so that the link is no longer visible
3. Try spatial navigation again.

It jumps back to the top, instead of restarting in the new visible area. That's unexpected and counterintuitive.
