This could be a problem of your internet connection that is blocked by Apple or you are trying to do bulk download of a large number of apps.

If your internet provider uses a carrier-grade-NAT then a lot of users share the same public IP address and then Apple sees all request on network level "merged" - which triggers the rate limit and thus you get the HTTP 429.

Or you use a VPN where again multiple users share the same public IP.

I've tried several different IP addresses, the login endpoint for this project is https://auth.itunes.apple.com/auth/v1/native/fast but when sending requests to this endpoint I almost always get error 429: root@10882855-0103:# curl https://auth.itunes.apple.com/auth/v1/native/fast

Mobile networks next to always use Carrier-grade-NAT systems so the IPv4 is shared. Not sure if IPv6 would of help here.
Edit just checked: i dont get an ipv6/aaaa record for auth.itunes.apple.com so ipv6 is not an option.

Another factor are large device farms used by account farmers who try to "forge" the download charts or do other shady things.

If you next to always get a http 429 then say thank you to such heavy [ab]users.

I don't think it a simpe overrate 429 issue. I have tired many different IPs, I use this command: ipatool auth login -e [my apple id] -p [my password], it always failed at first time, given error message: "request failed: request failed: Post "https://auth.itunes.apple.com/auth/v1/native/fast\": failed to make round trip: net/http: TLS handshake timeout" success=false.

Then I run the same command again, at this time, no error throw, and I was asked 2FA code, once I enter the code, it throw "request failed: rate limited by Apple (HTTP 429): Rate limit has been exceeded for: mzauth|global|all" success=false" immediatelly.

I think maybe Apple detected somthing and response as 429, which merely a sympton not the reason.

I'm afraid of that ipatool is declining.

I don't think this is a case of Apple consciously blocking (phasing out) endpoints to limit use of external tools. While I can't seem to hit 429 with my local IP, one of my testers was able, tho after VPNing into US it worked right away. TLS handshake timeout is what it sounds like and I would not draw any conclusions from it (Some WAFs silently terminate sockets, tho it's not typical). Clearly not all users are affected uniformly so it doesn't seem to be ipatool "block" and imo might just be aggressive rate limiting on Apple's side. It's worth monitoring this issue and see whether it gets better.

Was getting 429 consistently, tried with a VPN and it worked right away. Both my real IP and the VPN are in the US
