GPUI: Code view does not load on Windows

Environment

Problem

Opening the Code view does not load the source. The view shows:

Source needs another try
VS Code didn't start in time.

A Retry load button is shown, but the Code view has not started successfully.

Expected behavior

The Code view should start VS Code and load the source without timing out.

Applied fix in the working tree.

• Windows Source/Code view now uses a packaged Linux code-server runtime installed and launched inside the selected WSL distro.
• Windows x64 and ARM64 release artifacts include the matching WSL runtime and validate it by checksum.
• Source startup and existing-instance file opens now stay inside WSL; macOS/Linux keep their existing runtime path.
• The Linux code-server build validation is applied deterministically from a parent-owned release patch.
