Phase 10 — CGEP protocol export adapter. (Deferred; keep last.)

ContextExportManifest; context/records/append|get|resolve; capability negotiation. stella already consumes CGP types (contextgraph-* @ pinned rev) but exports nothing.

Explicitly gated on: (a) local replay evaluation passing, (b) a second provider validating portability, and (c) the context-graph-protocol → context-graph-exchange-protocol rename. Phase 1 installment 1 already uses the same JCS canonicalizer + version as CGEP, so record_hash preimages are byte-identical — cross-pin one vector against CGEP's hasher here.

Blocked by Phase 9 + the rename gate. Part of Epic #469.

Triage 2026-07-26 — retitled: the rename gate is a dead letter

Title changed from "Phase 10: CGEP protocol export adapter (deferred; needs rename + 2nd provider)" to "Phase 10: CGP protocol export adapter (deferred; gated on local replay + a 2nd provider)".

Why. This issue was gated on the "context-graph-protocol → context-graph-exchange-protocol" rename. That rename was rejected, and the rejection is recorded. PR #500 (merged 2026-07-24, "docs(adaptive-context): point the bundle at CGP as the normative home") states it: "normalize the rejected 'Context Graph Exchange Protocol (CGEP)' / cgep/* to Context Graph Protocol (CGP) / contextgraph/* across the bundle. The lifecycle spec §23 'Name decision' is rewritten to record the rejection (name is CGP; no rename, no cgep/*)."

So gate (c) is discharged. Only two live gates remain: (a) local replay evaluation and (b) a second provider. The same dead gate should be struck from epic #469's HITL-gates section.

Build status: still nothing. rg 'ContextExportManifest|context/records' hits only docs/design/* — zero code. stella consumes CGP types (contextgraph_types in stella-context, stella-graph, stella-cli/src/contextgraph.rs) and exports nothing.

One cheap deliverable is now partly pre-satisfied: #578 added golden JCS vectors for all ten event bodies using the same canonicalizer crate + version that stella-core hashes with (stella-protocol/src/context_event.rs:332 documents the shared preimage). The remaining piece is the cross-repo pin of one record_hash vector against CGP's own hasher.

FYI: CGEP still appears in stella-core/src/context_record/hash.rs — worth sweeping.

Superseded by the four-phase adaptive-context plan merged in #692 (docs/design/adaptive-context-plan.md), which replaces the eleven-phase roadmap and the 2026-07 spec bundle this issue was written against.

Disposition — old Phase 10 (CGP protocol export adapter): deferred, named explicitly in spec §9 so it is a decision rather than an omission.

Gated on local replay proving value and a second provider proving portability — neither condition is met. Protocol work continues in the context-graph-protocol repo independently of this epic.

Closing as superseded rather than abandoned — see the old→new table in the plan's Tracker reconciliation section. Epic #469 has been rewritten around the four phases.
