Phase 6 — proposal induction + governance (M-B). ← the goal line.

One directive kind, solo + advisory only: observation → record_proposal → auto-activated user-scoped inferred *advisory* directive → Keep/Edit/Ignore, with immutable promotion_events and a re-proposal cooldown. No blocking, no team, no publication yet. Enforcement 4→2 mapping ratified (ADR 0007); "Context PR" = UX over the proposal pipeline, not a second mechanism.

Gate: three distinct tasks produce one eligible proposal; repetition inside one task cannot; no inferred directive becomes blocking; no sharing widens automatically; Keep/Edit/Ignore are replayable and auditable. When this passes, "adaptive context is a reality" in minimal, honest form.

Blocked by Phase 5. Part of Epic #469.

Superseded by the four-phase adaptive-context plan merged in #692 (docs/design/adaptive-context-plan.md), which replaces the eleven-phase roadmap and the 2026-07 spec bundle this issue was written against.

Disposition — old Phase 6 (proposal induction + solo/advisory governance): folded into Phase 3 (#714), deliverables 3, 6 and 7 — proposal induction over the existing miner, solo advisory governance, and a review surface.

Still the goal line. The change is that induction now builds on the shipped miner's clustering, stable identity, and thresholds rather than replacing them, and adds a durable reviewable proposal record.

Closing as superseded rather than abandoned — see the old→new table in the plan's Tracker reconciliation section. Epic #469 has been rewritten around the four phases.
