occasionally, libram implicitly uses "acquire" #512

Description

@docrostov

garbo has tried to remove acquire and instead use retrieveitem to ensure garbo can't be put in a bad state where it is forced to buy, like, a seventeen million meat sgeea. one example of this -- in shrugging text effects here that ruin mafia tracking. this depends on a function in libram that just calls a cli execute command. this is not ideal for us and we should probably figure out if the answer here is "figure out a better libram solution with sgeea protections" or a broader thing re: how we set auto satisfy price limits. the idea that one asshole can club all garbo users by buying SGEEAs up is not fun, but a solution beyond just "throw if something terrible has happened to the market" is actually kind of difficult.

anyway. just moving this to libram issue bc it is a more relevant note here
