The tool shifts the layer when activated

There is a strange issue with the tool, when it is activated, the active layer is shifted, however the swiping works.
I tested it on two different layers lead to same result.
see how the OSM map is shifted over the google base map.

I tested it on vector layer, it causes the same issue:
