Add publishing to mavenCentral

Publishing is currently done via Jitpack, which is currently a blocker for #81 / #78 due to the build environment for Jitpack being Linux: jitpack/jitpack.io#3853

Publishing to mavenCentral would remove that blocker, and also standardize with a lot of other libraries.
