How would "org.label-schema.version" be used when multiple tools are in the Docker image?

An example might be a scientific pipeline with multiple tools inside a pipeline. Could org.label-schema.version be set to be a list of tuples? Here is an example Dockerfile for genome assembly software in bioinformatics:
