[bug]: first deployment minio requirement

Description

when we first deploy S3 buckets needs to be created, use another method than minio container,

Docker Compose

Steps to Reproduce

default install, nothing special, clone enter dir build - set default passwords inside .env - run

Expected Behavior

should run out of the box

Actual Behavior

fails, bucket is not created error
