[Bug] Windows环境下重启frp配置失败，提示“The specified service has been marked for deletion”

重启frp配置时，重启失败，提示“The specified service has been marked for detection.”。需要关闭程序再次开启才能重连。

Version
Frgmgr版本：1.24.0
frp版本：0.64.0

To Reproduce
Steps to reproduce the behavior:
1.启动某个frp配置
2.停止这个配置
3.再次启动这个配置
4.弹窗提示“The specified service has been marked for detection.”，无法启动配置

Expected behavior
关闭后再次开启配置应当可以启动这个配置
