Publish latest version (0.3.16) to maven central

Noticed that 0.3.14 is the latest published but more versions have since been cut.

0.3.14 exists for Scala 2.11 while 0.3.16 exists for Scala 2.10 in maven central.

@cfeduke which does not solve the problem. For example version 0.3.16 has sendBatch method which is missing in 0.3.14. It would be a shame to do the fork of this cool lib and publishing whole repo to own repository only to be able to use that one method.

Please publish version 0.3.16 for scala 2.11 also.
