Depreciated versions in requirements and Dockerfiles.

1. Update requirements.txt under kernelCI frontend and backend dirs.
2. Update the docker files for:

• new node version
• Mongo shell
• any other issue

3. Make sure the services builds correctly in docker-compose : backend , frontend ,proxy ,celery
4. Updating the debian version to bullseye making sure that its compatible to run on any architecture(anything other than depreciated jessie is better)
