Why. The CI eval measures a judge with no body and EMPTY_JUDGE_CONTEXT; prod feeds both. JUDGE_INCLUDE_BODY is wired to prod but inert/unvalidated under CI (eval has no bodies).
Task (code, safe now — scaffold): make poc-accuracy.ts run each eval item through the real buildJudgeContext path with body ON, and support per-tier gating floors. Inert until the real body-bearing set (#data-issue) exists, but it's the instrument that makes every downstream accuracy change measurable.
