Milestone goal

Harden the platform after the monitoring, incident, status-page, and on-call layers are proven.
This phase should improve operability, security, automation, and team administration without turning GoUpTime into a full observability suite.

• Tests cover core behavior and regression risks.
• README or docs explain how to use the completed milestone features.
