Tray icon can't be moved, or hidden with Bartender

I use Bartender to hide/rearrange menubar icons, and for some reason, the unison-tray icon doesn't behave -- it can neither be moved to the Bartender tray nor rearranged within the menubar by CMD+clicking and dragging. (That latter behavior should be testable even without Bartender, I think it's a native OSX thing.)

Bartender's FAQ says:

The other cause can be if the application that is not working is sandboxed (from the Mac App Store) these apps are not allowed to access all locations on your system, and as such may not be able to access Bartender, the easiest way to fix this is to make sure Bartender is in /Applications/ and not in /USERNAME/Applications/.

I tried moving utray.app to /Applications/ (having to edit a script in the process to point to the correct location of bin/utray) but even though I was able to get it working from that location, the icon still can't be moved.

Not otherwise sure what "sandboxed" means or how to verify that.

I've now installed Bartender 1.2.11 (on OSX 10.8.4) and played around a little and it seems to work all well on my computer, I can't reproduce the problems.
I can rearrange the icon (⌘), I can hide it and move it to the Bartender menu.

In Bartender there is no name or icon for the app though, but I've no idea how I can set this properly with PyObjC.
A possibility would be to use another framework for the tray icon, such as wxPython, but wxPython is a pain to install since it lacks a setup.py file, which makes it impossible to install using easy_install or pip and thus it will not easily run in a virtualenv.

Maybe there was a change in Mavericks which causes the trouble 😕

Drive-by update: Still not working in Yosemite. :( It doesn't show up, not even with a blank icon.

This is Bartender 1.2.39.
