  Ran into this exact issue recently after a Jenkins restart, also on the latest (Version1200.v8005c684b_a_c6 as of right now). The problem seemed to occur only for a couple of pipelines that had "odd" builds in their build history.  These builds were left in different states after the restart; deleting these builds got workflow-api-plugin working again.
