Use GDAL to automatically reduce geotiff resolution

Using QGIS it took seconds to reduce the resolution of a 190mb geotiff down to 816kb. I believe QGIS uses GDAL under the hood so it seems like we ought to automatically reduce the resolution of very large geotiffs; otherwise they will be extremely unwieldy to reverse geocode.

With the creation of insight-patterns we have somewhat off loaded this task to the modelers. We could still add this as an optional parameter.
