• Support multi-line header.
• Add a drop-down or spinner to specify the number of rows to the right of has header in the settings.
• If use drop-down, has 1-5 as options.

It’s unusual, but I think it’s not that rare. The delimiters and quoting are the same as for the data rows; the only difference from existing functionality is that it is not a single line.

Maybe you should just use the "Fixed Rows" setting? Since there isn't really any difference between normal rows and header rows, you might as well just pin the top two rows at the top, then they'll stay above the other rows.
This setting is available as a permanent option via csv-edit.initiallyFixedRowsTop, or you can quickly set it using the fourth icon (from the right in the top bar) with the up and down arrows.
