Aw, sigh. That's the legacy SIA1 pseudo-UCDs. Since we probably can't wait for SIA1 to die out (there are still new SIA1 services going online), perhaps we should just define a policy for these. Semantics will certainly not want for them to be added to the official UCD list. They could, of course, define that UCDs with colons in them are custom and are not validated at all?
