Download and upload speed not changing

Describe the bug
Not sure if this is a bag or miss config, when a movie or show is player speeder limits the download and upload speed as intended, but when the movie or show stop it does not remove the limit and return to 0 unlimited.

To Reproduce
Steps to reproduce the behavior:

1. Play moe or show, limit is applied
2. Stop movie or show limit not removed still applied

Expected behavior
Limits applied when movie or shows is play then should remove it.
