On a Mac, copy XML files into ~/Library/Preferences/WebIDE60/colors/ directory
On Linux, copy XML files into ~/.WebIde60/config/colors/ directory
On Windows, copy XML files into C:\Documents and Settings<Your username>.WebIde60\config\colors\ directory.
Goto Phpstorm Settings or Preferences => Editor => Colors and Fonts and select Solarized dark or light
