[bug]: Sticky header clips the top control on scroll

Actual

In Appearance, the Language segmented control is sliced in half under the sticky header when scrolled.

Steps to reproduce

1. Open Settings > Appearance
2. Scroll down slightly

Add scroll padding under the header or a top fade.

Not auto-fixed — same root cause as #22: nested ScrollViews (the detail view wraps each pane in a ScrollView, and the panes wrap themselves again), which is what slices the top control under the header. The right fix is to remove the inner per-pane ScrollViews and add scroll content padding under the header in one coordinated change; doing it now would conflict with the per-pane PRs (#53–#56). Recommend handling together with #22 after those merge.
