About Changing Request Encoding

Hello!
I read your pdf which is A_Forgotten_HTTP_Invisibility_Cloak_v1.1.pdf.I try to change request encoding in request,but my apache's version is 2.4.29 which not accept parameter.
Can you give me a demo which coding is ibm037.Your PDF really doesn't understand.
