Describe the bug
After migrations have been performed, cockroachdb has a cold start period when it replicates ranges to other nodes. The replication may explain bad performance during the first minutes of tests.
Expected behavior
Wait for cockroach to be fully initialized after migrations before indicating healthy dss.
