Describe the bug
The astm-utm F3548 specification states the following:
The area across all volumes comprising a constraint shall (CSTM0025) not exceed CstrMaxArea square kilometers (10 000km²)
This is not respected by the DSS.
Currently, the DSS:
- does not allow single polygon volume to cover more that 2 500km²
- does not limit circle volume area
- does not limit composite area
To Reproduce
Create constraints with extents with large outlines
Expected behavior
DSS should accept or reject constraints according to the specification
