Summary

  • Adds Bureau convening, quorum, and decision-making provisions to the Statutes (EN + FR)
  • Explicitly permits videoconference participation
  • Removes redundant voting text from Internal Regulations

### General
The IFLRY Bureau consists of up to seven Bureau members elected by a General Assembly. The **Managing Bureau** consists of three Bureau members: **President**, **Secretary General**, and **Treasurer** who shall serve as the Board of Directors (Organe d’Administration) under Belgian Law. The **Bureau** consists of the Managing Bureau and up to four **Vice Presidents**. The Managing Bureau will be elected for a period of two years; the Vice Presidents will be elected for a period of one year. The election and responsibilities of the Bureau are described further in the Rules of Procedure.

The Bureau is convened by the President or, in their absence, by the Secretary General. The Bureau can validly deliberate when a majority of its members with voting rights are present, whether in person or by videoconference. Decisions are taken by simple majority.

Would not explicitly say “video”, that would imply a call without video is not enough. Would use a more generic term

I can imagine a case of emergency where only phone is available, it’s nitpicking but good to keep the option
