Blocked document shouldn't be

draft-ietf-i2nsf-nsf-facing-interface-dm has the following status: (in_progress) (blocked) Reference: First Edit Incomplete

However, the first edit is complete, and all of its normative references are in the queue. It shouldn't show blocked. It should show (In progress) First Editor

Note that the queue page says that Second Editor is a Pending Activity. However, the Assignments tab shows that first_editor is done and second_editor is closed for hold.

@ajeanmahoney it is blocked because it's in 2nd edit and it has normrefs that have NOT yet finished 1st edit 
Let me know if this is not the right logic.

I think this is not a contradiction, but let us know if you wanna display it differently to improve clarity.

the issue in queue page is because of this line
