handle orphaned supervisord files when starting up with "sds start" after instance shutdown

To reproduce:

1. start up sds services: sds start all -f
2. shut down instances using AWS dashboard without stopping sds
3. start up instances again
4. start up sds services: sds start all -f

Issues with supervisord.sock file.
