Mojave users need to install SDK

Need to install /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg after installing XCode command-line tools

Also need to set MACOSX_DEPLOYMENT_TARGET=10.14
