Most of the time the URLs are passed in like so:

&end=2016-02-06T12:30:00-08:00
Sometimes the format changes to 2016-02-06T11:30:00+08:00 when a user creates an event. This causes the URL to interpret it as a space and misformat the date.
Cause:
Currently unknown.
Solution:
Properly URL encode the date.
