Check: CKV_AWS_103: "Ensure that load balancer is using TLS 1.2"

ssl_policy = "ELBSecurityPolicy-TLS13-1-2-2021-06"

this policy support both tls 1.3 & 1.2 so it seems like this rule is buggy?
