"Final Hold" bug?

Error "Peltier can't achieve the target temperature" occurs when final hold temperature is lower than room temp.

Target temp is correct.
(EComplete t=16.00)
Peltier output value is -1023 (Full drive cooling)
(Pout=-1023->-1028)

Actual voltage between black and red lines is near zero. It's strange.
