Also, ADMIN should be able to assign the UE to one or many teachers, also re-assign an UE to another teacher

Example case:

• ADMIN001 creates TN1, then we should be able to assign the UE to 1-n teacher
• ADMIN001 can also delete a teacher from possessing any UE and reassign to another or some teachers
