Add the possibility to configure a VirtualService for hazelcast-management-center instead Ingress

Due to some constraints, only istio is enabled on my cluster and I am forced to use VirtualService. The only option right now is to add the whole VS with the extraDeploy property, which makes it harder to maintain since it's added in the Values files
