Review simulated annealing bipartite solver. For the example problem bipartite8.py, sometimes the system gets stuck in a particular minima, but this should never happen and does not in the normal full solver.
This is hard to reproduce. Even if we take note of which starting states are problematic, the issue isn't always repeatable. Perhaps it truly is a local minma, but for the general SA solver this never happens.
