Disable OpenTelemetry via env var

Issue purpose
Tracking the progress of open-telemetry/opentelemetry-rust#3088

I recall that disabling the signals after deployment was quite useful, as mentioned here: obs-nebula/check-traces#24 (comment)

I think the outcome of this will be basically test/experiment with:

• Our development environment
• Minikube (using upstream helm charts)
• OpenShift (contact Rajan to test oc set env in OpenShift)

And then add some documentation
