If this change were to be made to the Helm Chart would that effectively mitigate (i.e. workaround) the issue https://issues.redhat.com/browse/TC-2545 ?

The thing is that we can release the Helm Chart independently of the application. So that might be an option worth considering?

Not right now. We could set a different value. But any value (even none) triggers that issues. We would need an additional code change to support providing no value at all.
