Add OpenSSF Scorecard certifier ServiceAccount and Deployment templates

• Add Kubernetes ServiceAccount and Deployment templates for the OpenSSF Scorecard certifier to enable scorecard analysis as part of the GUAC deployment.

• GUAC currently includes several certifiers (OSV, CD) as separate deployments that process and certify different types of software supply chain data. The OpenSSF Scorecard certifier would analyze repositories for security best practices and provide scorecard data to GUAC's knowledge graph.
