Hermetic Build script is downgrading the gapic-generator-java version

The current gapic generator java version is 2.60.1 but cloud-java-bot is currently downgrading the version to 2.59.0. See https://github.com/googleapis/java-pubsub/pull/2478/files.

Related issue: googleapis/google-cloud-java#11649

For the time being, we need to manually update the generator version to get the latest changes.

I recently pushed a change to the templates, but was released in 2.60.2

Since the new image contains the right fix, repos like this one will fail to fetch the latest version of the image. This is the line that would otherwise be changed:

java-pubsub/.github/scripts/update_generation_config.sh

The resolution is: we should expect this to not happen on the next release and then close this issue.
