Boolean/Basic RAPPOR have no cohorts. It would be cleaner if EstimateBloomCounts didn't deal with cohorts. And then we can write a wrapper that does apply() over cohorts for string RAPPOR. Also, in basic RAPPOR, it would be better to call this Denoise/SubtractNoise or something, because there's no bloom filter.
