Add support for TuxCare advisories in the osv-scanner

TuxCare advisories ingestion was added to the osv.dev around the end of May 2026, yet the scanner part still does not recognize them if the scanner is run against TuxCare environments. I'd like to add TuxCare advisories recognition on scanner side
