Will enable Agents CLI (agents-cli) in coding agents with the skills and commands to build, scale, govern, and optimize enterprise-grade agents in Java

Acknowledging the request here, which applies not just to ADK Java, but also ADK Go and ADK Typescript as well.

As additional context, ADK Python 2.0 is now in Beta, proceeding to GA once the APIs are guaranteed stable. Fortunately, the 2.0 ADK's are generally backward-compatible with the 1.x ADKs, but since Java, Go, and TypeScript fast-follow Python, we're looking at whether to support all of them at 2.0, or land them incrementally as we go.

We'll keep this bug open as we hear more on which approach works best for customers. Please let us know your thoughts in the comments below.
